hop of those help? You can use the Checked property of CheckBox control and use the C# Conditional operator like this:-
code :
<asp:CheckBox ID="surveyUsed" runat="server"
              Checked='<%# Eval("used").ToString() == "Y" ? true: false %>' />

This might help you Well, now after getting some details I can tell that: 1) Your checkbox has autopostback=true which will cause post back on every checkbox click. In the code-behind cycle throw all rows and update, therefore you'll update all rows every time you click any checkbox. 2) For getting the Label.Text value you could try something like this:
code :
CheckBox chkStatus = (CheckBox)sender;
GridViewRow row = (GridViewRow)chkStatus.NamingContainer;
Label lbl = (Label)row.FindControl("Label1");
string lblTxt = lbl.Text;
string id = ((CheckBox)sender).Attributes["rid"].ToString();

To fix the issue you can do If I understand correctly, I believe your issue comes with how you think you are grabbing the TaskStepID of your GridViewRow. You are doing a lot of unnecessary work. Instead of iterating every row of both GridViews, just grab the GridViewRow of the CheckBox that was just clicked.
code :
CheckBox cb = (CheckBox)sender;
GridViewRow row = (GridViewRow)cb.NamingContainer;
GridView gv = (GridView)row.NamingContainer;
string taskStepID = gv.DataKeys[row.RowIndex].Value.ToString();

will help you I have two check boxes in grid view created using item template. i want to disable other check box if one is selected in grid view. , You can easily do it with jQuery like this:
code :
$(document).ready(function () {
    $('input[id*="chkApprove"]').change(function () {
       var currentRow = $(this).parents('tr')[0];
       $('input[id*="chkRejected"]', currentRow).attr('disabled', this.checked);
    });

    $('input[id*="chkRejected"]').change(function () {
       var currentRow = $(this).parents('tr')[0];
       $('input[id*="chkApprove"]', currentRow).attr('disabled', this.checked);
    });
});
