this will help The fact is Maven comes already with a local repository (~/.m2 on linux boxes). If you don't have access to an external repo, you just have to install your jars in the local repo, with this command
code :
mvn install:install-file -Dfile=<path-to-file> -DgroupId=<group-id> -DartifactId=<artifact-id> -Dversion=<version> -Dpackaging=<packaging>

around this issue Actually you only have to place the files in the correct locations to form a valid repository. Whether you do this as Maven repository or Ivy repository doesn't matter really, both are just about following conventions on where to place which files.
You could also create some Gradle script that publishes those libraries to the central repository I think. But don't ask me how exactly, I never did this for a Maven repository. I just did this once to create and maintain a central Ivy repository with Ant. but as Ant is a first-class citizen in Gradle, this could probably also be made in Gradle.

I hope this helps you . Maven never re-downloads releases - 1.0 is considered final and new releases should use a new version.
If the module B is still under development, you should use the version 1.0-SNAPSHOT - snapshots are a special Maven version that will check for updates, and when deployed is stored with the timestamp and build number for tracking.
