wish helps you This is solved by adding --host=x86_64-w64-mingw32 to the configure command. This is generally recommended to build software that uses Autotools or some form of configure script for Windows 64-bit.
You can read this page on the MinGW-w64 wiki to learn more about these things.

Does that help OpenCV is an open source multi-platform project, developed by and for developers (not end users) and computer vision scientists. Although some pre-compiled binaries are included by default (for Java too), if you have trouble with them you should build opencv by yourself in your particular OS and hardware, with the modules you need.
This is the way I just compiled OpenCV 3.2 with MinGW (because I don't want to install visual studio) on my Windows machine. These instructions also work if you're building without Java support.
code :
#include "opencv2/core/core.hpp"
#include "opencv2/highgui/highgui.hpp"
using namespace cv;

int main(int argc, char *argv[]) {
    Mat img = Mat::ones(256, 256, CV_8U) * 200;
    imshow("Gray image", img);
    return 0;

help you fix your problem Turns out, I needed to add -G "Unix Makefiles" to my cmake command. By default it was producing Visual Studio solutions/projects, which is not what you want in mingw, and by adding this flag it was able to find the openssl files.

should help you out In MSYS2, many of the issues are patched downstream with the MINGW-packages that go in to the pacman repository. In this case, the reason you are getting this error is that you have setuptools pip installed, instead of installed using the pacman repository. To fix this issue:
code :
pip uninstall setuptools
pacman -S mingw-w64-x86_64-python-setuptools
pip3 uninstall setuptools
pacman -S mingw-w64-x86_x64-python3-setuptools
