wish help you to fix your issue For Windows Store and universal Windows apps on Windows 10, you can use XAML+DirectX interop to get right GUI on top of a Direct3D surface. See DirectX - Using XAML with DirectX and C++ in Windows Store Apps.
In general Win32 GUI APIs do not render on Direct3D surfaces. That is why the "widgets" in DXUT exist in the first place. There is also a similar solution implemented in ImGui.

I wish did fix the issue. Add ($DXSDK_DIR)\Include to your MSVS environment settings. Don't forget to add lib folder also. There is no LostDevice in DX10 any more. DX manages it itself.

wish of those help Good question. The answer is it depends!!
On a more useful note I can say this: A few years ago I developed a CAD-style 3D rendering application in OpenGL. This had to display CAD models of oil rigs with up to 1,000,000 objects and allow the user to zoom right in to detail, or zoom out, move objects etc... I can say with some certainty that WPF wouldn't be suitable for this type of application as it would just be too slow. This application was developed using C++/CLI and bridged from a .NET GUI (Toolbar, window) to C++ to OpenGL (render surface) and even that introduced a performance hit over a native C++/OpenGL application due to thunking. So, if you want the highest performance, you cannot beat native C++ with DirectX or OpenGL.

The first thing to know is that the venerable DirectX SDK has been deprecated, and as you are using VS 2013 or VS 2015 based on the warning you are getting, you already have the Windows 8 SDK which has most of what you need to get started. See MSDN for more information, and take a look at this post and this post.
The warning you are getting from VS 2013/2015 about GetVersionEx is an unrelated but important issue. The fact that you are seeing it when building DXUT from the legacy DirectX SDK is because that code hasn't been updated since VS 2010 was shipped. See MSDN and this post.

around this issue I literally just spent all day trying to fix this exact same problem. Here is the solution which should hopefully fix yours too...
I managed to find this article explaining that a recent update, (26th February 2013 to be exact), caused the older version to mess up:
