I think the issue was by ths following , Policies are only applied to the controllers that you explicitly assign them to in config/policies.js.
Instead of using a policy, try adding an express middleware directly in config/express.js, (create the file if it does not already exist). This middleware is applied to ALL controllers. The format is like so:

wish help you to fix your issue This is specific for each site. So if you type that once, you will only get through that site and all other sites will need a similar type-through.
It is also remembered for that site and you have to click on the padlock to reset it (so you can type it again):

I wish did fix the issue. Chrome have switched the .dev sub domain to HTTPS only.
They have done this by turning on HSTS for this top level domain, but by preloading this in the Chrome code rather than sending the HSTS header. This means it cannot be switched off in the chrome://net-internals/#hsts screen.

Does that help I'm guessing you are using a *.dev domain for your local project?
*.dev belongs to Google and they enforce HSTS now through preloading within Chrome. (Probably Firefox and other broswers will do this too soon if not already since they use the HSTS preload list from google)
