I hope this helps . In this line speeders_data.write("{0:>14s} is foreign and is speeding at{1:5.1f} mps".format(plate, speed),", and has an excess speed of",speed-speed_limit) you call write function with 3 arguments,
There is two ,.
code :
speeders_data.write("{0:>14s} is foreign and is speeding at{1:5.1f} mps , and has an excess speed of {2:5.1f}".format(plate, speed, speed-speed_limit))

will be helpful for those in need You're using the % operator incorrectly. You might be looking for something like this:
code :
f.write("add unit at-wc 0 0 0 %s %s %s 0.000 0.000 0.000 " % (x, y, z))
f.write(
    "add unit at-wc 0 0 0 %s" % x,
    y,
    z,
    "0.000 0.000 0.000 "
)

it fixes the issue Hello nice friendly people. I would be as specific as possible. The question is the following: , Don't refer to err.X in your call, just set X:=...:
code :
err.Raise Number:=999, Description:= "EA"

fixed the issue. Will look into that further I don't have access to Excel right now, but I suspect that the issue is caused by a type conflict. The Arguments elements are strings, but should be integers if you want to access collection items by index rather than name.
Change
code :
objExcel.sheets(DCRT(0)).Cells(DCRT(1), DCRT(2)).Value = DCRT(3)
objExcel.sheets(CLng(DCRT(0))).Cells(CLng(DCRT(1)), CLng(DCRT(2))).Value = CLng(DCRT(3))

it fixes the issue To concatenate strings in VBScript, the & operator is used. The + operator is for numerical addition only.
code :
Sub RunCmd
    dim shell, ARGS

    set shell = createobject("Shell.Application")
    ARGS = ""

    if checkbox1.checked then ARGS = ARGS & " Do_This"
    if checkbox2.checked then ARGS = ARGS & " Do_That"
    if logFile.checked then ARGS = ARGS & ARGS " > publishLog.log"

    ' ShellExecute(sFile, [vArgs], [vDirectory], [vOperation], [vShow])
    ' https://msdn.microsoft.com/en-us/library/windows/desktop/gg537745(v=vs.85).aspx

    shell.shellExecute "gui.cmd", ARGS, , "runas", 1
End Sub

I wish this helpful for you Python offers many solutions to this problem. You can combine your arguments to make a single string using several methods:
Convert to string and concatenate
code :
print(labels[arr], results[arr], file=out_write)
file_out = functools.partial(print, file=out_write)
file_out(labels[arr], results[arr])
file_out = lambda *args: print(*args, file=out_write)
file_out(labels[arr], results[arr])
out = lambda *args: print(*args) and print(*args, file=out_write)
