wish help you to fix your issue First you need to use DateTime.Parse() to create a .NET DateTime object from the string value, as noted by others.
Don't be tempted to do something like:

hope this fix your issue if you know the DateTime format upfront you can use DateTime.ParseExact() method to parse the given date time value properly

this will help Your format string used wrong specifiers, namely DD and YYYY; see custom date and time formats.
Change your code to
code :
 $date = '07/07/2019'
 $time = '18:00'
 $datetime = $date + ' ' + $time
 $datetime = [datetime]::ParseExact($datetime, 'MM/dd/yyyy HH:mm', $null)

 $datetime
