I hope this helps . I've tried your code, and I can simulate the Enter perfectly.
You've not stated what you wish Enter to do in your textbox, so i'm going to go out on a limb here and assume you want to go to the next line - as that is one of the most common reasons to use Enter in a textbox

it helps some times I've created a really simple bash script that runs a few commands. one of these commands needs user input during runtime. i.e it asks the user "do you want to blah blah blah?", I want to simply send an enter keypress to this so that the script will be completely automated.
code :
echo -ne '\n' | <yourfinecommandhere>
echo | <yourfinecommandhere>

it helps some times You are not setting the KEYEVENTF_EXTENDEDKEY flag to keep the keys pressed down. Change your code to:
code :
keybd_event(VK_MENU, 0, KEYEVENTF_EXTENDEDKEY, 0);
keybd_event(VK_RETURN, 0, KEYEVENTF_EXTENDEDKEY, 0);
Sleep(200);
keybd_event(VK_MENU, 0, KEYEVENTF_KEYUP, 0);
keybd_event(VK_RETURN, 0, KEYEVENTF_KEYUP, 0);

this will help not entirely sure if I understand your requirement correctly (will delete this if not) ...
You can manually dispatch an event to whatever component you want to address. In the case of wanting to dispatch to the focusOwner
