help you fix your problem Typesafe Config is a good library for what you seek. It allows you to store your config in HOCON (a JSON superset).
If you choose this solution, you can also check out Ficus, which provides a nice Scala wrapper.

I wish did fix the issue. I like using Settings. These can be generated automatically either by creating a settings file using the Add New File dialog box, or by adding a default settings file from project properties.
Each setting may be in user or application scope, which controls whether or not the user can change them or they are restricted to their default values. They are easily saved with the Save() method and loaded automatically into the static Default property.

fixed the issue. Will look into that further You can put a web.config file on the folder your ASPX files reside and .NET will take care of nesting them and aggregate its contents.

I think the issue was by ths following , I use Castle Windsor XML Inline Parameters:

I think the issue was by ths following , You cannot add an app.config file to a class library project without some bending and twisting on your part. Also it does not make any sense to add config to your library. instead add the config to the project which is using your library.
Class libraries generally don't have configs so they can adapt to the configs provided from the calling project.
