fixed the issue. Will look into that further I wasn't sure if you wanted the links to be open in a new window or not so I've included both possibilities;
Same Window
code :
var linkArray = []; // your links
for (var i = 0; i < linkArray.length; i++) {
    // will open each link in the current window
    chrome.tabs.create({
        url: linkArray[i]
    });
}
// will open a new window loaded with all your links
chrome.windows.create({
    url: linkArray
});

hop of those help? I have a parent window from where I am opening a child window using window.open like following. I want to get a boolean value from the child window on the basis of which I will do my tasks in parent window. , you can do it like this:
In parent:
code :
function openChildWin() {
    var childWin = window.open("childWin.html", "_blank", "height=400, width=550, status=yes, toolbar=no, menubar=no, location=no,addressbar=no");
}
function setValue(val1) {
   // do your logic here
}
function OKClicked() {
    window.opener.setValue(true);
}

I wish this helpful for you The problem starts when you don't have you're browser open. Else it would work perfect without the Thread.Sleep.
Maybe you can try it like this
code :
    private void button1_Click(object sender, EventArgs e)
    {
        Process.Start("http://www.google.com", "_blank");
        Thread.Sleep(2000);
        Process.Start("http://www.google.com", "_blank");
    }

like below fixes the issue I know as long as Firefox has the "New pages should be opened in - a new tab" selected, the following code will open specified urls in new tabs to the firefox window last selected. , I think the following addresses part (A) of your requirements:
javascript:window.open(window.clickTag) opens double tabs in Firefox

javascript:window.open(window.clickTag) opens double tabs in Firefox
