help you fix your problem There's a goal of the maven-release-plugin that is specific to creating branch: it is branch. Quoting the process made by this goal:
Check that there are no uncommitted changes in the sources Change the version in the POMs if you want to change it in the branch (you will be prompted for the versions to use) Transform the SCM information in the POM to include the final destination of the tag Commit the modified POMs Tag the code in the SCM as a new branch with a version name (this will be prompted for) Bump the version in the POMs if you want to change it to a new value y-SNAPSHOT (these values will also be prompted for) Commit the modified POMs

I wish did fix the issue. I can't see enough of your settings.xml to say what is going on. What you have shown is just the pluginRepository section, which is used for resolution of Maven plugins, not artifacts.
I'd suggest starting with a standard settings.xml file:

hope this fix your issue You can use a command prompt and use the below tf.exe command. Once all the steps complete the command prompt creates a new branch.
tf branch olditem newitem [/version:versionspec] [/noget] [/lock:(none|checkin|checkout)] [/noprompt] [/silent] [/checkin] [/comment:("comment"|@commentfile)] [/author:authorname] [/login:username, [password]]

To fix the issue you can do This is purely a Git restriction. You can't create a branch "under" another branch.
You could create releases/0.1.0. But since there is already a release branch, you can't put a new branch underneath it.

This might help you You should make sure you are using the latest versions plugin (2.3). I believe 2.3 fixed some issues (that being said it is still an incredibly buggy plugin).
The other issue I have found with the version plugin is combining with other version goals or even other maven goals. Don't do that. For example your code above you are running versions:use-latest-versions versions:update-properties at the same time. Instead execute mvn once for each one of those goal. Yes this is a pain and slows down the build process but I found it far more reliable particularly if you use versions:update-parent (2.3 may have fixed these issues though).
