seems to work fine You've registered custom_foo() as a filter, try registering it as a tag according to: https://docs.djangoproject.com/en/1.8/howto/custom-template-tags/ , for example:

register = template.Library()

class BarNode(template.Node):
  def render(self, context):
    return 'bar'

@register.tag
def custom_foo(parser, token):
  return BarNode()

hope this fix your issue No, django.template.loaders.app_directories.load_template_source is not at all required for custom template tags to work.
You do not have to specify directories to tell django where-from to load templatetags libraries (as we do in case of templates), just coz django assumes to find templatetags libraries in applications specified in INSTALLED_APPS list.

it fixes the issue I have custom Rythm template tag (sayHi.html) which I want to call from parent template (index.html): , you can ask Rythm to load tags from anywhere:

Rythm.engine.loadTags(new File("/WEB-INF/tags"));
Properties conf = new Properties();
conf.put("rythm.tag.root", "/WEB-INF/tags");
Rythm.engine.init(properties); // use Rythm managed engine instance
myEngine = new RythmEngine(conf); // manage rythm engine instance by yourself

it should still fix some issue You should place {% load ... %} in every template, where you want to use your custom tag or filter.
In your case it's also not a good idea to call a filter cut, because this filter already exists (and it's used to cut a dot from your string).

To fix this issue 2 things to check 1. Is your app listed in INSTALLED_APPS 2. did you load the custom tag in the file? i.e {% load tags %}
