fixed the issue. Will look into that further a normal install is what you usually think of, an admin install copies the source image of the application to a network share or other location so that you can install copies from that share.

should help you out inno setup is not Windows Installer based (see http://www.jrsoftware.org/isfaq.php#msi). So it you create a setup with respect of inno setup, you don't need Windows Installer at all.
