around this issue If you are using mingw, you should probably run mingw32-make instead of make from cygwin distribution. They are using different path convetions.

Hope that helps UPDATE: I resolved the issue by searching my computer for all files named "libintl-8.dll" and temporarily renaming them. There was another file by the same name in my separate, unrelated "Lua for windows" program files, in the clibs folder. Apparently it interfered somehow.

around this issue I can't post in comments so I'll provide what I found here. Feel free to delete my "answer" if this doesn't follow any stackoverflow guideline.
I ran into the same error with a fresh install of the full 64bit Haskell Plateform on Windows 10.
