will help you As clearly mentioned in docs:
code :
require 'time'
close_time = Time.parse "10:27 pm"
#=> 2015-11-23 22:27:00 -0800
current_time = Time.now
#=> 2015-11-23 19:38:06 -0800
current_time < close_time
#=> true # means the store is open

late_time = Time.now + 4*60*60
#=> 2015-11-23 23:39:15 -0800
late_time < close_time
#=> false # means the store is close

it should still fix some issue You can easily compare two Dates in javascript by using their timestamp values.
Call .getTime() on the date and it'll return the number of milliseconds passed since Jan 01 1970.
code :
var now = new Date();
var d = new Date( ... ); // pass all the parameters you need to create the time
if (now.getTime() > d.getTime()) {
    // the date stored in `d` is in the past.
}
var now = new Date();
var d = new Date( ... );

var nowTime = now.getHours()*60+now.getMinutes();
var dateTime = d.getHours()*60+d.getMinutes();

// compare nowTime and dateTime
if (newTime > dateTime) {
    // ....
}
var getResult = function () {
    var now = new Date();
    var nowTime = new Date((now.getMonth()+1) + "/" + now.getDate() + "/" + now.getFullYear() + " " + now.getHours()+":"+now.getMinutes());
    var userTime = new Date((now.getMonth()+1) + "/" + now.getDate() + "/" + now.getFullYear() + " " + selectedTime);
    if (nowTime.getTime() > userTime.getTime()) {
        return "passed";
    }else if (nowTime.getTime() == userTime.getTime()) {
        return "present";
    }else {
        return "future";
    }
}

around this issue You are confusing between moment objects and their string representation (given by format())
You have to parse your string into moment object specifying format, since HH:mm is not a known ISO 8601 format.
code :
var shiftStartTime = moment.utc('20:00', 'HH:mm'),
shiftEndTime = moment.utc('05:00', 'HH:mm'),
shiftCurrentTime = moment.utc();

console.log(shiftCurrentTime.isBetween(shiftStartTime, shiftEndTime));
<script src="https://cdnjs.cloudflare.com/ajax/libs/moment.js/2.15.2/moment.min.js"></script>

code :
package Demo;

import java.time.LocalDateTime;
import java.time.temporal.ChronoUnit;
import java.util.Arrays;
public class Test1 {
    public static void main(String arg[]) {
        LocalDateTime ct = LocalDateTime.now();
        LocalDateTime custemTime = ct.plusMinutes(5);
        System.out.println(ct);
        System.out.println(custemTime)  ;
        System.out.println(isInSameSlots(ct,custemTime));

    }
    static boolean   isInSameSlots(LocalDateTime ldt1, LocalDateTime ltd2) {
        Long timeDiff = ChronoUnit.MINUTES.between(ldt1, ltd2);
        if(timeDiff > 30 || timeDiff < 0)
           return false;
        return (ldt1.getMinute() <= 30 && ltd2.getMinute() <= 30) || (ldt1.getMinute() > 30 && ltd2.getMinute() > 30 ) ? true : false;

    }

wish help you to fix your issue I need a solution to Timepicker. I added a time picker in Javascript and now user can select the time from the dropdown, but I want to check if the user selected the time in between of 5 hours of the current time, else return false. let me share you my code. , Try the following:
code :
let hour = 12,
  minute = 0;
$('.timepicker').timepicker({
  timeFormat: 'h:mm p',
  "minTime": "" + hour + ":" + minute + "",
  dynamic: true,
  dropdown: true,
  scrollbar: true,
  change: countneartime
});

function countneartime(val) {
  var selected = new Date(val);
  var fiveHoursLater = new Date(0, 0, 0, new Date().getHours() + 5, new Date().getMinutes(), new Date().getSeconds());
  console.log(fiveHoursLater.getTime() > selected.getTime());
}
.as-console-wrapper {
  max-height: 40px !important;
}
<script src="https://cdnjs.cloudflare.com/ajax/libs/jquery/3.3.1/jquery.min.js"></script>
<link rel="stylesheet" href="//cdnjs.cloudflare.com/ajax/libs/timepicker/1.3.5/jquery.timepicker.min.css">
<script src="//cdnjs.cloudflare.com/ajax/libs/timepicker/1.3.5/jquery.timepicker.min.js"></script>

<input class="timepicker" />

will be helpful for those in need Subtracting two date objects results in difference in milliseconds. So compare that to the number of milliseconds in 45 minutes.
