help you fix your problem Basically your java code is running on some server so obviously it will take system time or machine time where it is installed, if you want to take client machine time which you are calling system time you will have to use some scripting at server client side, say javascript and send it to your server for further processing.
For your requirement I suggest you can run some script on HTML page load and send it to server, where it will be stored in some temporary variable for further processing.

help you fix your problem The main question is IMHO what accuracy you need.
You can just query a NTC and report if there is a discrepancy. If the server is synchronized with such a time server, there shouldn't be a problem.

wish of those help It's important to know that the use of the three letter time-zone abbreviations is deprecated in java 8. So, don't expect them to be supported forever. Here are two equivalent examples of using the java 8 time api to achieve this:
